The Alexandria Redevelopment and Housing Authority (ARHA), was established to provide affordable, safe and sanitary housing to low and moderate-income families that live in the City of Alexandria. ARHA owns and operates 766 Public Housing units and provides 1,727 Housing Choice Vouchers to residents in the community.
Job Qualifications: Bachelor's degree in Business, Finance, and Real Estate, Urban Planning or related field required. 3-5 years of experience in related field required. Preference will be given to applicants with project management experience. Strong organizational and time management skills. Excellent written and verbal communication. Strong financial modeling skills. Ability to communicate clearly, concisely and professionally in written communication. Knowledge of business principles, real estate, urban planning development. Proficiency in Microsoft Office Suite, Excel, PowerPoint). Ability to prioritize and handle multiple assignments and projects. Self-motivated ability to work independently with minimal supervision and also be a team player. Demonstrated financial/analytical ability. Knowledge of underwriting principles, practices, and techniques. Knowledge of tax regulations related to various tax credit programs, including low-income housing, neighborhood assistance programs and rental credits. Thorough knowledge of project management practices. Knowledge of construction management practices. Ability to read and interpret blueprints/shop drawings. Ability to interpret regulations and standards, grants, and contracts for compliance with relevant requirements and HUD and Public Housing Authority standards.
Duties and Responsibilities: The successful candidate will assist with evaluating and underwriting development projects. Perform market research, due diligence, and initial concept site feasibility analysis. Review and analyze legal documents, financial reports, and operating plans as part of the due diligence process. Assist with preparation of 4% and 9% LIHTC applications and all associated ancillary documents for the processing of any equity financing. Review and update pro forma financials for large scale residential projects and create pro forma financials in MS Excel. Provide project management assistance, working collaboratively with multiple stakeholders on issue identification and resolution. Assist with obtaining development (zoning) and site plan approvals and building permits from local municipalities. Assist with transaction closings. Monitor project performance, develop short and long term cash flow projections. Review and report on actual project status compared to plan, including predevelopment, construction, and lease up. Manage the Requests for Quotations and Requests for Proposal from designers, attorneys and specialty vendors. Manage project files for the team including designs, vendor contracts, etc. to ensure timely payment. Development of new processes and improvements to current processes.
