The Alexandria Redevelopment and Housing Authority (ARHA), was established to provide affordable, safe and sanitary housing to low and moderate-income families that live in the City of Alexandria.  ARHA owns and operates 1,081 Public Housing units and provides 1,941 Housing Choice Vouchers to residents in the community.   


Job qualifications

Bachelor's degree from an accredited college or university; and at least (4) four years’ related experience; or the equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.


Essential Duties and Responsibilities

  • Recruits, examines, selects and provides placement services for employees; performs job analysis, and advises management in identifying, attracting and retaining a high-quality and diverse workforce that is capable of accomplishing the mission of the office;


  • Coordinates and/or participates, as approved by Chief Executive Officer (CEO), in special recruiting events such as job fairs; conducts regular research on efficient methods of recruitment e.g., publications, web based services, particularly for difficult placements;


  • Processes HR new offer letters, personnel actions and general correspondence; carefully reviews and proofreads all documentation and correspondence;


  • Conducts recurring servicing assignments and recruitment and placement troubleshooting, following established procedures to schedule, report, and present results and recommendations; and resolves difficult issues and problems requiring consideration of the total human resource management program;


  • Ensures the resolution of pay errors and/or discrepancies;


  • Identifies skills, knowledge and abilities for positions; prepares and distributes vacancy announcements; rates and ranks applicants for vacant positions, and prepares and submits Selection memos/letters or certificates to the CEO and/or appropriate hiring manager;


  • Performs new employee entrance on duty processing; explains conditions of employment, type of appointment, salary, eligibility for benefits, and position title;


  • Transmits, prepares, processes, retrieves and inputs various confidential employee data information to and from the HR Perspective effectuating pay and non-pay transactions including health and life insurance;


  • Prepares appropriate hiring paperwork for authorization; offer letters; and Form 1s’ to process personnel actions;


  • Coordinates Workers’ Compensation Claims; processes death claims; processes retirements to the  Retirement Office;


  • Monitors pay increases and due dates;  


  • Reviews error reports and enters corrections as required;


  • Computes and ensures the accuracy of employees’ service dates;


  • Act as liaison, providing guidance and consultation to regional staff, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, etc.;


  • As appropriate, coordinates salary negotiation between the perspective employee and management;


  • Conducts personnel record tracking and storage functions ensuring that official personnel files are in compliance with local and federal records management requirements; and as appropriate, forwards files to archives;


  • Conducts and finalizes employee exit interviews; ensures management certification for the return of office keys, cell phones, and computer software/hardware as applicable;


  • Performs other related duties as assigned
